National Capacity Building Framework

National Capacity Building Framework for Garbage Free Cities (GFCs) launched Recently, the National Capacity Building Framework for Garbage Free Cities (GFCs) has been launched. It has been launched under the Swachh Bharat Mission-Urban 2.0 (SBM-U2.0) under the Ministry of Housing and Urban Affairs. This will help in preparing the blueprint for capacity building, skill development and knowledge management initiatives of the states and urban bodies under SBM-U2.0. It emphasizes on the following three pillars based approach to achieve the above objective: Capacity Strengthening: Under this, the capacity of the state and municipal cadres will be strengthened. This would be done through human resource assessment and training, webinars, peer learning and e-learning. Capacity Augmentation: This would be done through program management units and specialized human resources in the form of city managers. Ecosystem Strengthening: This will be done by strengthening existing public health and environmental engineering organizations. It will also include sanitation knowledge partners etc. About Garbage-Free Cities: The Swachh Bharat Mission-Urban 2.0 was launched in the year 2021. Its overall objective is to ensure "Waste Free Cities (GFCs). A 7 Star Rating Protocol has been introduced for GFCs. Under this, cities are required to do self-assessment and self-verification to get a certain star rating. Under this, there are a total of 4 categories of ratings (1, 3, 5 and 7 stars). These categories are based on three criteria 'Necessary, Essential and Desirable'.
