Section 142 of Code on Social Security, notified
- Recently the Ministry of Labor and Employment has notified Section 142 of the Social Security Code,
- Under this, the Ministry of Labor and Employment and the bodies under it will be able to get their Aadhaar details from the beneficiaries under various social security schemes.
- Its main objective is to facilitate the data creation for the Ministry of Labor and Employment of workers of unorganized sector, including migrant laborers.
Keypoints:
- Under Section 142, the Ministry of Labor and Employment will now be able to demand an Aadhaar card from people such as employees and workers of the unorganized sector for registration to get benefits, services or payments of various schemes under the Code on Social Security, 2020.
- However, the Aadhaar card has not been made mandatory for the supply of services under various social security schemes under the purview of the ministry.
- That is, no workers will be denied government benefits due to lack of Aadhaar card.
Why Aadhaar information is collected?
- It may be noted that the National Informatics Center is preparing a national database for unorganized workers. The purpose of this portal is to collect data of migrant workers, so that the government can use this data in its various schemes.
- Also, any inter-state migrant laborers in it can register themselves to the portal by submitting “Aadhaar”.

Labor comes under the concurrent list of the constitution. In the year 2020, three Labor Codes were passed in the Parliament:
- Industrial Relations Code, 2020
- Code on Occupational Safety, Health and Working Conditions, 2020
- Code on Social Security, 2020
All these codes simplify labor laws by reducing 25 central labor laws. Under this, the Code on Social Security replaces9 laws and the Industrial Relations Code replaces 3 major labor laws and the Code on Occupational Safety, Health and Working Conditions supersedes 13 labor laws.
Code on Social Security, 2020
- It will replace nine social security laws, including the Maternity Benefit Act, the Employees Provident Fund Act, the Employees Pension Scheme, The Employees Compensation Act etc.
- In addition, it makes social security coverage universal to the workers of the unorganized sector. Under this, for the first time, the provisions of social security have been implemented for agricultural workers.
