Pradhan Mantri Kaushal Vikas Yojana (PMKVY)
Recently the Parliamentary Standing Committee on Labor has submitted the report on the implementation of Pradhan Mantri Kaushal Vikas Yojana (PMKVY).
Key findings and recommendations
- Only 8% of the four lakh candidates have got employment under PMKVY 3.0. Delays have also been noticed in release of funds from the State Treasury.
- Solution: The certification process should be made more transparent to promote more self-employment.
- About 20% of the total enrolled candidates left the training program midway.
- Solution: Necessary measures need to be taken to prevent those who drop out during training.
- The training courses, curricula and practical skills provided are not in line with the current requirements of the industries.
- Solution: Training and courses can be provided during placement in partnership with industries. Also, job fairs can be organized.
PMKVY (2015) was launched as the flagship scheme of the Ministry of Skill Development and Entrepreneurship (MSDE). It encourages skill development by providing short-term free skill training programmes. It encourages this scheme by providing monetary rewards to youth for obtaining skill certification.
Following are the two major components of this scheme:
- Centrally Sponsored Centrally Managed (CSCM): This includes short term training, recognition of prior learning and special projects for short/new term training. It is being implemented by National Skill Development Corporation (NSDC).
- Centrally Sponsored-State Managed (CSSM): It is being implemented by the State Skill Development Mission. This component supports training and capacity building initiatives for state specific traditional skills.
