‘NIPUN’ initiative for skill development of construction workers
Recently the Ministry of Housing and Urban Affairs (MoHUA) has launched the National Initiative for Promotion of Skill Development of Construction Workers (NIPUN).
Adept Project is an innovative project to train construction workers.
Under this, more than 1 lakh workers will be trained through new skills and skill development programmes.
It is an initiative under MoHUA’s flagship scheme, Deendayal Antyodaya Yojana National Urban Livelihoods Mission (DAY-NULM).
The implementation of the project is divided into the following sections:
- Training through Recognition of Prior Learning (RPL) at construction sites. (Recognition of pre-learning is a component of the Pradhan Mantri Kaushal Vikas Yojana scheme.) It assesses and certifies individuals with previously learned experience or skills.
- PMKVY is the flagship skill development scheme of the Ministry of Skill Development and Entrepreneurship (MSDE).
- Training through new skills by Plumbing (Plumbing) and Infrastructure Sector Skill Council (SSC);
- International placement through industries/builders/contractors.
- National Skill Development Corporation (NSDC), the nodal agency under the Ministry of Skill Development and Entrepreneurship, will be the implementing partner of the NIPUN scheme.
Significance of scheme:
- It will help the construction workers to find better employment opportunities. At the same time, it will also enable them to increase their remuneration and get employment abroad. The trainees will be provided with information on accident insurance (skill insurance), digital skills (like cashless transactions), and entrepreneurship.
- DAY-NULM aims to enable urban poor households to access self-employment and skilled wage-based employment opportunities.
Note: The above initiative is different from Nipun Bharat (National Initiative for Proficiency in Reading Comprehension and Number Counting) run by the Ministry of Education.
Construction Industry in India:
- The industry is poised to become the largest employer by the year 2022. This sector will require an additional 4.5 crore skilled workers in the next 10 years.
- It contributes about 9% to the GDP of India.
- To ensure the growth of the sector, the National Real Estate Development Council (NAREDCO), and the Confederation of Real Estate Developers Association of India (CREDAI) have joined the NIPUN project as industry partners.
