National e-services Delivery Assessment (NeSDA) Report, 2021
Recently the Ministry of Personnel, Public Grievances and Pensions has released the National e-Governance Service Delivery Assessment (NeSDA) Report, 2021.
- The Department of Administrative Reforms and Public Grievances (DARPG) had constituted the National e-Governance Service Delivery Assessment (NeSDA) in the year
- The objective is to assess the states, union territories and central ministries on the depth and effectiveness of e-governance service delivery.
- This is a biennial study. It helps the respective governments to improve the delivery of citizen centric services.
- At the same time, it also shares best practices that can be adopted across the country.
- E-governance is the use of information and communication technology (ICT) at all levels of government. It focuses on transforming the interactions between citizens, businesses and other organs of government.
Key findings of NeSDA 2021:
- The improvement in the e-governance scenario of the country (from the year 2019) has been highlighted by the following:
- There has been an increase in e-service delivery,
- There has been an increase in the use of integrated/centralized portals for delivery of e-services,
- Improvement has been recorded in all the parameters used in the assessment etc.
- The e-services that have been widely used include: finance, local governance and utility-based services.
- Among all the states and union territories, Kerala has the highest overall compliance score.
- Among the northeastern and hilly states, Meghalaya and Nagaland are the leading states. Among the Union Territories, Jammu and Kashmir ranks highest.
Recommendations:
- Sector-specific services must be emphasized to achieve the Sustainable Development Goals (SDGs),
- Standards should be adopted for uniformity in governance,
- attention should be paid to the protection of security and privacy,
- New age technologies should be adopted etc.
