Draft India Data Accessibility & Use Policy, 2022
Recently the Ministry of Electronics and Information Technology (Meity) has released the draft “India Data Accessibility and Use Policy 2022”.
This policy will update the existing government policies “National Data Sharing and Accessibility Policy” and “Open Government Data Platform India”.
This policy shall apply to all data and information generated, created, collected or stored by the Central Government and authorized agencies.
Objective:
The policy aims to bring about a paradigm shift in India’s ability to access public sector data. This will drive social change in a big way. Any type of data will be shared under India’s legal framework, its policies, laws and recognized international guidelines.
Salient Features of the Policy
Institutional Framework: Ministry of Electronics and Information Technology to set up ‘India Data Office’. It will streamline and consolidate the mechanism for access and sharing of office data. Data Management Units will be set up in each Ministry/Department.
The Data Council of India will be set up.
Universal Access to Data: All data collected, created and stored by each Ministry and Department shall be open and shareable. This will exclude some negative data lists. The government will monetize the detailed datasets that have been value added.
Data sharing between governments:
- Each Ministry/Department will identify the existing data assets. Additionally, the list will create a comprehensive searchable data.
- Each Ministry/Department will determine the period of storage of the data.
Importance of data in the digital economy
- It improves public service delivery; enhances efficiency and innovation;
- Improves policy making and program evaluation;
- It promotes digital economy etc.
